The Committee on Small Business, Entrepreneurship and Economic Development moves to amend the title of the bill to read as follows:

H. B. 2591 - “A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §11-13EE-1, §11-13EE-2, §11-13EE-3, §11-13EE-4, §11-13EE-5, §11-13EE-6, and §11-13EE-3-7, relating to providing a temporary tax credit for small group employers of up to fifty percent of the costs of branding, marketing and advertising of agricultural or manufactured products produced or manufactured in West Virginia; defining terms; allowing tax credit to be applied against corporate net income tax or personal income tax; providing for carryforward; establishing burden of proof; requiring application for credit; providing authority to promulgate rules; providing for tax credit review; establishing an effective date; and providing for sunset.”
